Zelenskyy Demands European Union to Use Immobilized Russian Assets for Ukraine's Defense Support

In the midst of continuing conference talks, Volodymyr Zelenskyy has insisted EU representatives to activate measures using immobilized Russia's assets to support Ukraine's military operations "as soon as possible".

Urgent Action Needed

Appealing to EU delegates in Brussels on Thursday, the Ukrainian leader emphasized the critical requirement to entirely employ Russia's assets for the nation's protection against current military action.

"Anyone who postpones this determination is not only restricting our military but also hindering your own advancement," he stated, promising that Ukraine would allocate significant funds in acquiring EU-made weapons.

EU Funding Initiative

EU representatives are presently discussing proposals to fund an interest-free loan for the country backed by Russia's central bank funds, which were blocked shortly after the extensive invasion.

The European Commission has outlined a substantial financial non-interest assistance, with likely mandates to develop comprehensive juridical frameworks seeking to complete the arrangement by the end of the year.

Global Positions

The Kremlin has characterized the proposal as "appropriation" and has sworn to target any entities or nations judged to have appropriated Russian funds.

Belgium, which holds 183 billion euros at the financial institution, constituting 86% of all Russian state assets within the EU, has voiced apprehensions about the initiative.

"If you want to proceed, we will have to proceed together," declared Belgian Prime Minister, highlighting the need for assurances that all member states would bear the financial burden if Russia tried to reclaim its assets.

Roughly 33% of Russian state holdings are maintained beyond the EU, including in the Asian nation (28 billion euros), the United Kingdom (27 billion euros), the North American country (€15 billion) and the United States (€4 billion).

Recent Actions

Prior to the summit, the European Union approved its nineteenth set of restrictive measures against Russia, targeting energy resources for the initial occasion.

This move came after similar steps by the American government, which implemented restrictions on the Russian two largest energy companies, Rosneft and Lukoil.

Optimism in Agreement

Notwithstanding persistent wrangling over the compensation loan, several representatives expressed optimism in reaching an agreement.

"At this summit we will establish the important resolution to guarantee the monetary requirements of the Ukrainian people from the near future," affirmed a leading EU official, labeling the remaining issues as "procedural matters".

The Latvian prime minister noted that an agreement on the loan would strengthen the Ukrainian president in any future negotiation discussions.

Peace Prospects

Ukrainian authorities has diminished accounts of a detailed ceasefire proposal that emerged recently, indicating it was the initiative of "some very good friends" seeking to pre-empt "a proposal from Moscow".

Zelenskyy stressed that Moscow has shown no evidence of wanting to terminate the hostilities, citing current attacks on civilian locations.
